Details emerge: FIFA Alleges UEFA 'Smear Campaign' in Escalating Investment Plan Dispute

The world football governing body, FIFA, has launched a strong accusation against UEFA, claiming the European body is orchestrating a “smear campaign” targeting FIFA and its president, Gianni Infantino. This latest development marks a significant escalation in the ongoing disagreement concerning a previously abandoned plan to attract private funding for FIFA’s commercial rights.

The recent intensification of the dispute follows UEFA’s request to US courts for the disclosure of documents and testimonies related to FIFA Forward Enterprise (FFE). The FFE was a proposed subsidiary intended to bring in external investors to manage the commercial rights of FIFA’s major competitions, including the highly lucrative World Cup. UEFA indicated that the information sought could be crucial for potential criminal investigations in Switzerland involving Infantino and other FIFA officials or advisors.

UEFA has previously alleged that the FFE proposal was developed without proper consultation with key stakeholders such as FIFA’s Council, regional confederations, or its 211 member associations. Furthermore, the European body questioned the valuation and overall structure of the proposed investment, suggesting that Infantino could have personally gained from the arrangement.

However, FIFA has vehemently refuted these allegations, stating in a recent court filing that UEFA is misrepresenting what was ultimately just a proposal. In its submission on Thursday, FIFA asserted, “While these applications are styled as legal pleadings with captions and docket numbers, they are little more than press releases in further support of UEFA’s smear campaign against FIFA and its leadership.”

The global governing body stressed that the FFE initiative could not have proceeded without the backing of FIFA’s member associations and the necessary approval from the FIFA Council. FIFA accused UEFA of choosing a path of public confrontation rather than engaging through the organization’s established formal decision-making processes.

The FFE proposal was ultimately withdrawn in July due to significant opposition from UEFA and various other football stakeholders. The initial plan had envisaged private investors acquiring a stake in a new FIFA commercial entity, with an estimated investment of approximately $4.2 billion for a 20% interest.

Despite the proposal's withdrawal, the controversy has continued unabated. UEFA is now actively pursuing evidence in the United States that it believes could support potential criminal claims under Swiss law, while FIFA is challenging these efforts in court.

This ongoing disagreement has also taken on an increasingly political dimension, especially ahead of FIFA’s presidential election scheduled for March 2027, where Infantino is widely expected to seek re-election. UEFA and several European associations have intensified their criticism of his leadership, even as Infantino continues to enjoy considerable support among football bodies outside of Europe.

For the time being, the battle has shifted from the proposed investment itself to the circumstances surrounding its creation, the internal governance processes within FIFA, and whether any individuals involved stood to benefit from the abandoned scheme.
