FIFA President Gianni Infantino has penned a letter to all 211 member associations, proposing a substantial financial incentive of up to $40 million (approximately £30 million) for their endorsement of his contentious plan to divest stakes in the global football body's major competitions. According to a five-page correspondence reviewed by the BBC on Wednesday, Infantino stipulated that member associations who greenlight the initiative by September 19 would qualify to receive an initial $20 million (£15 million) payment commencing January 1, 2027, with an additional $20 million to follow thereafter.

The controversial proposal centers on the establishment of a new commercial entity, to be named FIFA Forward Enterprise. This subsidiary would be tasked with overseeing FIFA's flagship tournaments, including the men’s and women’s World Cups, as well as the Club World Cup. The plan also includes provisions for external investors to acquire minority stakes within this newly formed company. Infantino projects that this venture has the potential to generate an impressive $10 billion (£7.52 billion), which would significantly boost funding for football development globally.

Infantino articulated his rationale in the letter, stating, "It is my duty and responsibility as FIFA president to present such game-changing opportunities to you, our members. It is equally my duty and responsibility to ensure such proposals are sufficiently complete and feasible, replete with substantiated figures and clear terms to assist you in the decision-making process."

FIFA clarified that the initial tranche of funding would be sourced from "liquidating a minority portion" of its shareholding in the FIFA Forward Enterprise.

However, the proposal has not been met with universal acclaim, drawing considerable backlash from various football organizations. Critics have raised serious questions regarding both the governance framework employed in developing the plan and the potential undue influence private investors could exert over the sport's most prestigious competitions.

The Football Association (FA) voiced its strong disapproval, revealing it had not been consulted prior to the proposal's public unveiling and expressing grave concerns about the lack of transparency. An FA spokeswoman stated, "We were completely unaware of this proposal and have no substantive details, including what the proposition actually is and what conditions are attached. Based on the limited information, we are deeply concerned about the lack of process and governance to get to this point, and the apparent substance and principles involved. When the proposal is shared fully and transparently now promised by FIFA, we will make our views clear and comment further."

This latest development follows closely on the heels of widespread condemnation from football authorities across Europe, Asia, and North America, who cautioned that FIFA's plan could drastically alter the future governance and commercial landscape of the game. PUNCH Online had previously reported that UEFA’s 55 member associations were scheduled to convene an emergency meeting later this week to deliberate on FIFA’s contentious proposition to sell stakes in its major competitions to outside investors.
