Russian Blogger Detained 14 Days Over Ballot Paper Insult to Putin

A Russian online personality has received a 14-day administrative detention sentence. This punishment followed his public sharing of a video where he penned an offensive remark aimed at President Vladimir Putin onto a ballot during Russia's recent parliamentary polls. Stanislav Morozov, identified as a blogger based in Penza, was convicted of petty hooliganism, a charge falling under Russia's Code of Administrative Offences. This information was conveyed by independent Russian media outlets, which referenced the press service of the Pervomaisky District Court in Penza.

On September 19, Morozov uploaded footage depicting himself completing ballot papers in an outdoor setting. The video captured him striking through a candidate's name from President Putin's dominant United Russia party and subsequently ticking boxes for other contenders. Notably, on a separate ballot, he inscribed the words: “Putin is a dickhead.” Although the video was later removed, reportedly following a request from the election commission's chairperson, duplicates of the clip persisted in online circulation.

Law enforcement officials subsequently apprehended Morozov. His mother initially verified his 14-day administrative detention but stated her ignorance regarding the specific reasons for this penalty. The press office of the court later corroborated that Morozov's sentence was issued under Part 1 of Article 20.1 of Russia's administrative code, which pertains to minor acts of hooliganism. Initial public reports did not detail the exact behaviour the court cited for his conviction.

This incident unfolded during Russia's three-day State Duma election, which commenced on September 18. The elections were held amidst a political climate where a majority of notable anti-war candidates were barred from participation, and President Putin's United Russia party was poised to maintain its overwhelming control in the legislative body.

Previously, Morozov had reported on claims suggesting that individuals in the Penza region were being coerced into signing military service agreements with the Russian Defence Ministry. Independent media outlets indicated that Russian authorities had also scrutinised him earlier in 2026 due to his reporting on military recruitment methods within the region. Novaya Gazeta Europe reported that Russia's Federal Security Service (FSB) had previously initiated a criminal investigation against Morozov. This was on suspicion of inciting extremist activity, following his publication of a video that discussed alleged violence involving military recruitment staff and called upon local residents to “unite.” He experienced a brief detention in July and subsequently faced a travel ban, preventing him from exiting the country.

This recent detention of Morozov occurs within a wider context of escalating curbs on political dissent and anti-war sentiments in Russia, a trend observed since the nation's comprehensive invasion of Ukraine in 2022. Prominent independent opposition figures, activists, and journalists have endured arrests, incarceration, or forced exile, with anti-war candidates being conspicuously absent from the most recent parliamentary elections.
