Lieutenant General Waidi Shaibu, the Chief of Army Staff (COAS), has underscored the critical need for the Nigerian Army to transition from conventional record-keeping methods. He emphasized that the current security landscape, marked by swift technological progress and a growing dependence on digital infrastructure, demands a modern approach.

Shaibu advocated for the adoption of integrated, secure, and technology-driven systems designed to enhance efficiency, ensure interoperability, and bolster institutional resilience. He further tasked military personnel with improving their expertise in critical areas such as data governance, cybersecurity, the safeguarding of records, and overall information assurance.

Speaking at the opening of the fourth Army Headquarters Department of Military Secretary Data Management and Record-Keeping Seminar, held on Tuesday at the Armed Forces Officers’ Mess in Abuja, the COAS underscored the strategic importance of robust data management and meticulous record-keeping. He described these capabilities as fundamental for sound decision-making, achieving operational effectiveness, upholding accountability, and driving the Nigerian Army’s ongoing transformation.

Major General Eyitayo Oyinlola, Dean of the Faculty of Combat Arms Research at the Nigerian Army Heritage and Future Centre, conveyed the COAS's message. He pointed out that despite significant investment in force structure, equipment procurement, and training, the ultimate success of these endeavors hinges on having access to precise, secure, and current information. The COAS’s representative further elaborated that critical decisions concerning recruitment, commissioning, postings, promotions, career advancement, welfare provisions, logistics, force generation, and strategic operational planning are all intrinsically linked to the quality, integrity, and ease of access to pertinent data.

Reiterating his earlier point, Lieutenant General Shaibu emphasized that the technologically evolving security landscape, with its increasing reliance on digital frameworks, necessitates that the Nigerian Army abandons outdated methods of record administration. He also stressed that effective data management and diligent record-keeping constitute a shared institutional responsibility, demanding unwavering discipline, professionalism, and accountability across all ranks and command levels.

Participants were urged to fully utilize the seminar as an opportunity to enhance their understanding, exchange valuable insights, and implement the acquired knowledge into tangible improvements within their various formations, units, and establishments.

Earlier in the event, Brigadier General Mathew Oyekola, the Acting Military Secretary (Army), delivered a welcome address where he characterized efficient data management and record-keeping as essential catalysts for robust administration, preserving institutional memory, and ensuring sustained operational effectiveness. Brigadier General Oyekola noted that the seminar perfectly aligns with the COAS’s Command Philosophy, which aims at “Advancing the Transformation of the Nigerian Army into a More Professional, Adaptable, Combat Ready and Resilient Force Capable of Decisively Discharging its Constitutional Responsibilities Within a Joint and Multi-Agency Environment.”

The keynote lecture, titled “Efficient Data Management and Record Keeping: A Catalyst for Enhancing Career Management and Administration in the Nigerian Army,” was delivered by Major General Nosakhare Ugbo (Rtd.). He asserted that contemporary career management within the military cannot thrive on outdated manual and fragmented systems. Major General Ugbo (Rtd.) further highlighted that the accuracy and reliability of data directly influence crucial aspects such as recruitment processes, commissioning, postings, promotions, course assignments, appointments, welfare provisions, and retirement benefits for personnel.
