The United States Department of War has officially established an Office of Religious Affairs, a move aimed at bolstering the “moral, ethical and spiritual readiness” of American military personnel. This significant development was outlined in a memorandum issued on Wednesday, addressed to senior Pentagon leadership, commanders of combatant commands, and directors of various defence agencies and Department of War field activities.

Effective immediately, the memorandum also created the position of Director of the Office of Religious Affairs. This individual will function as a Principal Staff Assistant, enjoying direct access to the Secretary of War. According to the document, the director will serve as the primary advisor to both the Secretary and Deputy Secretary of War on all religious matters across the department.

Expected to ensure adequate resources are allocated for religious affairs, the new office will also guarantee that policies are aligned to prioritise the free exercise of religion and spiritual readiness throughout the military. The memorandum explicitly stated that this initiative would not compel religious participation or undermine the rights of service members, civilian employees, or their families. It unequivocally declared: “Nothing in this memorandum shall be construed to compel religious participation or to diminish the free exercise rights of any Service member, civilian employee, or family member of any faith or no faith.”

The Office of Religious Affairs is set to oversee several key areas, including the funding for religious ministry, facilities and infrastructure, logistics, chaplain procurement programmes, and the training and education for chaplains and religious support teams. It will also lend its support to chaplain-led programmes, chapel youth programmes, and faith-based home-schooling assistance for military families. Furthermore, the office will “sponsor and oversee research, technology, and analytical tools to support and assess spiritual fitness, spiritual readiness, and spiritual resilience” across the military.

Additional responsibilities for the office include backing faith-based initiatives focused on su*cide reduction and enhancing the resilience of military personnel, as well as managing contracted services from faith-based non-Federal organisations. The director will also hold the authority to align and, where necessary, issue policies concerning religious affairs on behalf of the Secretary of War. The office will represent the Secretary of War on religious matters during engagements with Congress, other government departments and agencies, and civilian religious endorsing organisations.

The memorandum further places the Armed Forces Chaplains Board and its executive director under the direct authority, direction, and control of the newly appointed Director of Religious Affairs. It instructed the Director of Cost Assessment and Program Evaluation, in collaboration with the Under Secretary of War (Comptroller) and Chief Financial Officer, to establish an initial baseline budget for the office and submit a comprehensive funding plan for fiscal year 2027 within 60 days.

Moreover, the Director of Administration and Management has been given a 90-day window to formally integrate the office within the Department of War’s organisational structure and draft a directive for its official establishment. This official is also tasked with identifying an initial allocation of Senior Executive Service, civilian, and military positions required for the office's setup.

In parallel, the Secretaries of the Military Departments, working alongside their respective Chiefs of Chaplains, have been directed to submit comprehensive reports within 90 days. These reports are to detail any unfunded or underfunded religious-affairs requirements, covering aspects such as religious ministry, facilities, logistics, chaplain-led programmes, youth programmes, faith-based home-schooling support, su*cide-reduction programmes, and contracted faith-based services. They will also encompass research and technology for spiritual fitness and resilience, chaplain procurement programmes, and the training and education for chaplains and religious support teams.
