Tinubu Seeks House of Reps Nod for NDDC's 2026 Budget

President Bola Tinubu has formally appealed to the House of Representatives to review and approve the Niger Delta Development Commission's (NDDC) statutory budget for the year 2026. The proposed spending plan, transmitted to the legislative chamber via a letter dated August 20, 2026, outlined key areas of focus for the commission, including youth empowerment, power supply, education, healthcare services, security initiatives, and agricultural development.

In his communication to the Speaker of the House, Tajudeen Abbas, President Tinubu confirmed that the Minister of Niger Delta Development had prepared the budget proposal, adhering strictly to the provisions of Section 121 of the Federal Republic of Nigeria's Constitution. The letter partly stated: "In line with the provisions of Section 121 of the Constitution of the Federal Republic of Nigeria, the Honourable Minister of Niger Delta Development has prepared the 2026 Statutory Budget Proposal of the NDDC, which is herewith forwarded for consideration and passage by the House of Representatives."

The President further clarified that the financial blueprint for the NDDC was formulated based on its anticipated revenue and expenditure projections. He added that it aligns seamlessly with the Federal Government’s broader fiscal and developmental strategies, notably the Renewed Hope Agenda. Furthermore, the proposal integrates insights from the 2024–2026 Economic Recovery Growth Plan and fundamental assumptions underpinning the Federal Government's 2026 Appropriation Act.

President Tinubu emphasized that the commission's identified priorities are specifically designed to tackle persistent development challenges within the Niger Delta region and to create enhanced economic prospects for its inhabitants. He noted: "The House of Representatives is invited to note that the NDDC is prioritising improvement in Youth Empowerment, Energy and Power Supply, Education, Industrial and Enterprise Development, Health, Security and increased productivity in Agriculture in order to lift a significant number of our citizens out of poverty."

These strategic areas encompass both critical infrastructure and human capital development, which are central to the NDDC's core mandate of fostering progress in the oil-producing communities of the Niger Delta. Established under the Niger Delta Development Commission (Establishment, etc.) Act, the NDDC is tasked with conceiving and executing projects and programs to meet the region's diverse developmental requirements. Historically, its interventions have spanned road construction, educational support, healthcare facilities, water projects, vocational skills training, agricultural initiatives, and various community development schemes.

The strong emphasis on youth empowerment and enterprise growth in the 2026 budget proposal is a direct response to the region's substantial youth population and ongoing concerns about unemployment rates, skill deficits, and the availability of sustainable income-generating opportunities. Similarly, the focus on enhancing power supply, boosting agricultural productivity, and improving infrastructure is expected to invigorate economic activities and broaden access to essential services across communities throughout the Niger Delta.

President Tinubu concluded his appeal by urging the House to expedite its consideration of the proposal. He stated: "While I look forward to the timely passage of the 2026 Statutory Budget Proposal of the NDDC by the House of Representatives, please accept, Rt Honourable Speaker, the assurances of my highest regards." The proposed budget will now undergo thorough legislative review, including deliberations by relevant House committees, before any further steps are taken towards its eventual passage.
