Canada Unveils 2026 Visa Rules: Who Gets In Without a Permit?

The Immigration, Refugees and Citizenship Canada (IRCC) has released updated travel guidelines for 2026, detailing the specific entry documentation required for international visitors based on their country of origin and planned mode of transport. These new frameworks categorize global travelers into distinct groups, clearly outlining who can enter Canada without a visa, who needs electronic authorization, and who must obtain a traditional visa.
Under these revised regulations, a select group of individuals is permitted to cross Canadian borders without either a traditional visitor visa or an Electronic Travel Authorization (eTA). This exclusive exemption applies to citizens of the United States, lawful U.S. permanent residents who possess a valid green card, and French citizens residing in Saint-Pierre-et-Miquelon who are flying directly from there. Additionally, holders of diplomatic passports and commercial transit flight crews who meet specific operational criteria are also exempt from both these requirements.
A larger list of nationalities can bypass the need for a traditional embassy-issued visa, provided their travel is by air and they first secure an online eTA. It's important to note that these travelers do not require an electronic permit if they arrive in Canada by land or sea. The countries whose citizens fall under this electronic travel framework include: Brunei Darussalam, Czech Republic, Republic of Korea, Liechtenstein, Luxembourg, Netherlands, New Zealand, Papua New Guinea, San Marino, Solomon Islands, Switzerland, United Arab Emirates, United Kingdom, and Vatican City State. For citizens of Romania, this eTA requirement applies only to those holding electronic passports.
Furthermore, a conditional eTA is required for air travelers from another set of countries, contingent on them holding specific active foreign permits. These nations are: Antigua and Barbuda, Costa Rica, Philippines, St. Kitts and Nevis, St. Vincent and the Grenadines, Seychelles, and Trinidad and Tobago.
