Commissioner Wahab Outlines Lagos' Ambitious 2027 Flood Mitigation Target

Full Story
The Lagos State administration has announced an ambitious goal to achieve 90 to 95 percent effectiveness in managing flood incidents before the 2027 rainy season. This objective will be pursued through the implementation of robust infrastructure and continuous drainage upkeep throughout the year. Tokunbo Wahab, the Commissioner for the Environment and Water Resources, shared this information on Saturday while conducting an assessment of ongoing projects and contested locations across Oregun, Surulere, and Osborne Foreshore Estate in Ikoyi.
Commissioner Wahab noted that Lagos State had previously achieved a 75 to 80 percent success rate in addressing flooding challenges over recent years. He affirmed the government's commitment to enhancing this performance by introducing more infrastructure and strengthened environmental regulations. "Our aim is to surpass the 75 to 80 percent mark, reaching 90 or 95 percent," Wahab stated. He further explained, "This administration, led by the governor and his deputy, has been intentional in every aspect: establishing resilient infrastructure and ensuring the Emergency Flood Abatement Gang operates continuously throughout the year."
Nevertheless, Wahab acknowledged that completely eradicating flooding in the state is unfeasible due to its coastal geography, coupled with the impacts of tidal shifts, intense precipitation, and rising sea levels. He elaborated, "Achieving 100 percent flood prevention is unrealistic; that would be akin to burying one's head in the sand. Lagos is inherently a coastal state."
Wahab added, "While individuals may choose to politicize the issue, scientific evidence confirms that coastal regions, especially those with elevations below sea level, are prone to tidal locks during periods of heavy rainfall, extreme heat, and increased sea levels." The commissioner urged Lagosians to remain calm during instances of flash flooding, assuring them that the accumulated water typically recedes within a short period.
"We implore residents of Lagos that should such events occur, they should exercise patience for an hour or two, as the water will subside," he said, emphasizing that, "The infrastructure being developed is sufficiently resilient to significantly aid the state in draining excess water." Furthermore, Wahab mentioned that the government is reinforcing its environmental regulations, which include a prohibition on Styrofoam products and initiatives to gradually eliminate single-use plastics, all aimed at preventing debris from obstructing vital drainage systems.
"These policies were carefully conceived, grounded in scientific principles, and we are pleased to have implemented them without political interference," he asserted. The commissioner additionally cautioned residents regarding the consequences of the exceptionally high temperatures linked to the El Niño phenomenon, recommending adequate water intake to maintain hydration.
He explained that these evolving weather patterns are consistent with a global trend attributed to climate change, noting that similar flooding occurrences have been observed internationally. Regarding the inspection tour, Wahab stated that his ministry is actively evaluating various projects and addressing public grievances concerning alleged encroachments on public drainage paths and private land.
In the Oregun Mixed-Use Scheme, the ministry intervened after receiving reports from property owners who claimed that auto mechanics had occupied portions of their property and encroached upon a natural drainage channel referred to as System One. Wahab confirmed that the ministry had assured these property owners of the security of their government-issued titles and Certificates of Occupancy, simultaneously instructing the mechanics to vacate the disputed parcels of land.
During the visit to Surulere, the commissioner indicated that the ministry probed a formal complaint alleging that construction work by the Lagos State Development and Property Corporation had encroached onto the designated right-of-way for a drainage channel. Wahab detailed that the ministry summoned the agency's managing director and performed physical measurements with all relevant parties present, which ultimately demonstrated that the construction did not infringe upon the drainage path.
"Our physical measurements confirmed that their structures were nowhere near the right-of-way, and there was no encroachment on our drainage channel. The measurements were conducted transparently, in the presence of everyone involved," he affirmed. He further stated that the ministry had previously approved a culvert for the development and verified during the inspection that its construction adhered to the specified design.
In Osborne Foreshore Estate, Ikoyi, Wahab clarified that the inspection was prompted by residents' apprehensions regarding supposed encroachment on a drainage alignment. He noted that the ministry had previously visited the site and returned to reconfirm that the existing drainage structure did not infringe upon the government's designated drainage channel.
"This marks our third visit to this specific project location, and we have found no encroachments. I personally visited with the Deputy Governor last weekend after a sanitation exercise, and there were no encroachments on our alignment," he declared. The commissioner confirmed that the ministry had cautioned the parties involved against removing the culvert, explaining its installation was for safety purposes. He also assured that the high-tension cables in the vicinity remained unaffected.
The inspection conducted at Osborne Foreshore Estate II was a direct response to a recent dispute concerning a development at Abba Court, situated on Mahogany Close, which involved Kenshad International Limited. The Guardian newspaper had previously reported on November 3 that the Lagos State Deputy Governor...
