Nigerian Senate Supports Mandatory Local Offices for Tech Giants

The Nigerian Senate has given its backing to a bill that aims to make it compulsory for social media platforms such as Meta, Google, and X to set up physical offices within the country. This proposed legislation seeks to amend the existing Nigeria Data Protection Act of 2023, with the goal of requiring all social media platforms operating in Nigeria to have a physical presence. Recently, a public hearing was organized by the Senate Committee on ICT and Cyber Security, where stakeholders expressed their broad support for the bill. The chairman of the committee highlighted that the primary objective of the social media bill is to enhance the protection of Nigeria's cyberspace. Additionally, an accompanying AI academy bill is intended to establish a centre of excellence for artificial intelligence education and research. In a statement delivered on behalf of the Senate leadership, it was emphasized that the bills are forward-looking and demonstrate a commitment to improving governance through legislation. It was also stressed that the bill is not intended to stifle innovation or discourage investment in the country. The committee chairman further clarified that the bill's purpose is to encourage technology companies to deepen their engagement with Nigeria, rather than to frustrate investment or hinder innovation. As an example, it was noted that many global technology firms already maintain offices in countries with smaller populations and digital markets than Nigeria, such as the United Kingdom, the Netherlands, and India. These offices support various activities, including engineering, AI research, legal and regulatory compliance, and product development. The presence of these companies has contributed to job creation, increased tax revenue, and strengthened regulatory engagement in those countries. The chairman posed a question, wondering why Nigeria, as Africa's largest digital market, should not enjoy the same benefits and opportunities as these countries.
