Zelensky Foresees Russia Mobilizing 300,000 More Troops for Ukraine Conflict

Ukrainian President Volodymyr Zelensky has issued a warning that Russia is poised to call up an additional 300,000 military personnel later this year. This move is anticipated as Moscow intensifies efforts to fully seize a strategically important area in eastern Ukraine. Zelensky, in extensive comments, projected that despite significant human resource casualties, Russian forces would likely maintain their current territorial gains in Ukraine by year-end.

Zelensky asserted that "Russia has lost 267,000 personnel since the start of the year, including around 155,000 killed to date." While independent verification of these figures remains challenging, they are consistent with wider assessments from Western authorities. The impending Russian parliamentary elections have fueled increasing speculation regarding a new mobilization drive, even though a similar conscription effort in 2022 led to widespread protests and a significant departure of young men from the country.

"We are confident that following the elections, they will carry out a mobilization. We believe this will not take place in the major cities," Zelensky stated. He suggested that Russian President Vladimir Putin would likely deploy these 300,000 new recruits based on developments in eastern Ukraine, particularly given Putin's directive for military commanders to finalize the occupation of Donetsk before the year's end. Zelensky defiantly declared, "They'll lose all 300,000 of these newly mobilized Russians there; we'll wipe them out." Despite Russia's objectives, Ukrainian forces maintain control over approximately 20% of Donetsk, encompassing vital industrial centers like Sloviansk and Kramatorsk. While Zelensky downplayed the likelihood of Russia fully capturing the Donetsk region, he warned of potential further incursions by Russian troops into Ukraine's northern regions of Kharkiv and Sumy. "They do not yet have troops in the Bryansk region, but we can see military equipment along the borders with the Russian Federation," he observed.

On the issue of air defense limitations, Zelensky highlighted a concerning disparity: 675 Patriot missiles were delivered in 2023, but only an estimated 264 are anticipated this year. He emphasized that ballistic missile attacks are increasingly targeting civilian facilities, making Patriot interceptors indispensable as the primary defense. "As you can see, there is, unfortunately, a downward trend, and this depends primarily on the American side," Zelensky remarked. He further mentioned that Ukraine would be willing to acquire up to 10% of the United States' Patriot missile stock if supplied. A comparable scarcity also affects European Aster air defense systems.

In a significant development for Ukraine's long-range missile capabilities, British Prime Minister Andy Burnham's official visit to Kyiv is set to provide a strategic boost. The UK government has agreed to permit the defense company MBDA to release classified technical information regarding British components. This will enable Ukraine to produce its own long-range SCALP cruise missiles. Concurrently, Ukraine persists in employing long-range drones and domestically produced cruise missiles to strike targets within Russia, aiming to disrupt launch sites. Zelensky estimated Russian defense industries are capable of producing around 1,300 ballistic missiles annually.

On the subject of satellite intelligence, Zelensky revealed ongoing discussions with Washington regarding Ukraine's access to Starlink imagery of Russian territory. He stated that Elon Musk, the owner of Starlink, had conveyed apprehensions that granting such access might provoke a significant escalation of the conflict.

From a diplomatic standpoint, US envoys Steve Witkoff and Jared Kushner have engaged with Ukrainian officials to explore potential avenues for resolving the conflict. Zelensky quoted, "Jared, Steve and I agreed to summarize all these discussions on a single page, setting out the realistic options for ending the war. This is what the Americans want to discuss with us and with the Russians."
