The Nigerian Education Loan Fund (NELFUND) has announced firm measures against tertiary institutions reportedly withholding refunds owed to students under the federal government's student loan initiative. The agency stated it is currently collaborating with the affected schools and relevant government bodies to ensure full compliance.

In a public statement released on Monday, NELFUND also condemned the increasing reports of arbitrary hikes in tuition and other institutional fees, describing such actions as directly conflicting with the core objectives of the student loan programme. According to NELFUND, some educational establishments have either delayed or outrightly refused to reimburse students who had already settled their tuition fees before the Fund subsequently remitted the same payments to the institutions on their behalf.

The statement from NELFUND highlighted, "The Nigerian Education Loan Fund has noted with concern reports of some tertiary institutions delaying or refusing to refund students whose tuition fees had already been paid before NELFUND disbursements, as well as arbitrary increases in tuition and other institutional charges." The Fund emphasized that the student loan scheme was specifically designed to dismantle financial obstacles to higher education, not to impose additional monetary burdens on students. "The Student Loan Scheme, an initiative of the administration of President Bola Ahmed Tinubu, was established to remove financial barriers to higher education, not to create additional burdens for Nigerian students," NELFUND affirmed.

To tackle these issues, NELFUND confirmed it has initiated discussions with the institutions involved and pertinent authorities. The goal is to guarantee that all eligible students receive their rightful refunds and that institutional charges remain fair, transparent, and aligned with the scheme's goals. "NELFUND is engaging the affected institutions and relevant authorities to ensure that due refunds are made to eligible students and that institutional charges remain fair, transparent, and consistent with the objectives of the Scheme," the agency reiterated.

The Fund reaffirmed its unwavering dedication to safeguarding students' interests and upholding public trust in what it calls a significant national intervention. "NELFUND remains committed to protecting the interests of students and preserving the integrity of this landmark national intervention," the statement concluded.

This recent action by NELFUND comes amidst a surge of complaints from beneficiaries of the student loan scheme. Many students have reported that various tertiary institutions have failed to refund tuition fees they paid before NELFUND directly settled these obligations with the schools. Furthermore, concerns have been raised regarding processing delays for these refunds, even after institutions confirmed receipt of payments from the Fund.

The student loan scheme, a key education financing project under President Bola Tinubu’s government, aims to enhance access to higher education by offering interest-free loans to qualified students in public tertiary institutions. Under this programme, NELFUND remits tuition fees directly to institutions, while approved allowances for upkeep are deposited into the beneficiaries' personal bank accounts. Since the commencement of disbursements, NELFUND has consistently cautioned institutions that students who paid their fees prior to the Fund's intervention are entitled to full refunds once NELFUND remits the tuition on their behalf. Monday’s public notice indicates a more stringent enforcement approach by the agency, as it strives to prevent abuses that could erode confidence in the vital programme.
