UK Designates Iran's IRGC as Security Threat, Criminalizes Support

The United Kingdom has officially designated Iran's Islamic Revolutionary Guard Corps (IRGC) as a significant threat to its national security, a move announced by Home Secretary Shabana Mahmood. Utilizing new governmental authorities, Mahmood has declared that any form of support for the IRGC, a group implicated in death threats, assaults, and intimidation within the UK, will now be a criminal offence.

In a formal statement presented to Parliament, the Home Secretary outlined that actions ranging from expressing positive opinions about the IRGC to actively assisting the group could lead to imprisonment for up to 14 years. Alongside the IRGC, two other entities, the Islamic Movement of Companions of the Right (IMCR) and the volunteer corps associated with Russia's GRU (its foreign military intelligence agency), have also been proscribed. These new legislative tools will empower police and intelligence agencies to more effectively counter espionage, foreign interference, sabotage, and physical attacks orchestrated by these organizations.

The IRGC is suspected of orchestrating seven attacks on UK targets connected to Jewish and Israeli communities. This includes the antisemitic arson incident involving four Hatzola ambulances in Golders Green on March 23, an act for which the IMCR publicly claimed responsibility. Earlier this year in April, the Prime Minister pledged to expedite the National Security (State Threats) Act, paving the way for draft proscription regulations to be presented to Parliament.

Commenting on the introduction of these new powers, Sir Keir Starmer affirmed: "We will never let Britain be a playground for states who want to spread fear, division and violence on our streets. We have already taken tough action against the Iranian regime and those linked to it, and against Russian operatives and networks targeting our country. These new powers will make it easier to prosecute and lock up anyone carrying out their dirty work here in Britain."

Should Parliament approve these measures later this week, individuals found guilty of sabotage, such as arson, on behalf of these groups could face life imprisonment. A key change is that prosecutors will no longer need to establish a direct foreign power connection in every case, simplifying and streamlining the process of building legal arguments.

Home Secretary Shabana Mahmood reiterated the urgency, stating: "Iran and Russia are using proxies and thugs to do their dirty work on our shores. I have rapidly designated three groups so those working for them will be tracked down and put behind bars."

MI5 reported at least 20 potentially lethal plots backed by Iran against individuals in the UK over the past year. The IRGC plays a pivotal role in Iran's state operations, specifically targeting the Jewish community and Iranian dissidents. Established after the 1979 revolution to safeguard Iran's nascent Islamic system, the IRGC has evolved into a formidable state arm with influence extending beyond Iran's borders, commanding an estimated 190,000 active personnel.

Western nations have consistently accused the militia of sponsoring terrorism internationally. It has already been designated a terror group by Australia, Canada, and the United States. In January of this year, the European Union also added the IRGC to its terror list, citing its alleged involvement in brutal crackdowns on Iranian protesters within Iran that same month. While the UK had previously lagged in this regard, it now asserts that these new powers are essential in response to an escalation in state-backed aggression, which is growing in scope and complexity, leading to more threats to life and increased reliance on proxy groups.

Home Office minister Angela Eagle further elaborated in a written statement: "The Islamic Revolutionary Guard Corps is a central component of the Iranian state's security apparatus, answerable directly to Iran's Supreme Leader. Its role extends far beyond that of a conventional military force. It encompasses intelligence activity, the use of proxy actors, and the projection of influence designed to advance Iranian state objectives."
