European Football Heavyweights Seek Deep FIFA Governance Overhaul

Four of Europe's most prominent football leagues – the Premier League, La Liga, the Bundesliga, and Serie A – have collectively demanded significant, “fundamental” changes to the way FIFA, the global football governing body, is managed. In a joint statement released on Friday, these major leagues asserted that such reforms are crucial to ensure FIFA operates with greater “transparency, objectivity, proportionality, and inclusivity.”

The leagues clarified that their intervention stems from FIFA's expanding activities, which increasingly impact football stakeholders worldwide. They emphasized that “Our sport cannot grow globally if its foundations are undermined.” This statement comes just days after FIFA President Gianni Infantino suggested an independent review of the organization’s operations, following the controversy surrounding his now-abandoned proposal to sell a share of the World Cup to private investors.

Referring to the World Cup stake sale debacle, the four leagues described it as “one of the biggest abuses of power in Fifa’s history.” They contended that the withdrawal of the Fifa Forward Enterprise (FFE) scheme did not resolve the core governance issues. “While football’s stakeholders ultimately forced the withdrawal of the Fifa Forward Enterprise scheme, the conditions that led to FFE remain,” the statement highlighted.

While acknowledging Infantino’s recognition of the need for change, the leagues pressed for reforms extending beyond mere procedural adjustments. They stated, “The Fifa president has now acknowledged the need for reform, but it is not enough for surface-level, process changes to be explored in the aftermath of FFE – fundamental governance reform is essential to restore clear constitutional boundaries within Fifa.”

Furthermore, the leagues called for assurance that individual disciplinary matters would be free from political interference. This call is understood to allude to the cancelled suspension of United States forward Folarin Balogun during the World Cup, reportedly at the request of former U.S. President Donald Trump to Infantino for a review of the striker’s ban.

The statement also clarified that the governance concerns transcend Infantino’s personal role, asserting, “FIFA’s governance problem goes far beyond the role of one individual.” They questioned the appropriateness of the FIFA president simultaneously wielding regulatory, commercial, and political authority without adequate checks and balances or the consent of affected stakeholders. The leagues concluded, “Governance that concentrates unchecked regulatory, commercial and political power in a single office, while relegating affected stakeholders to mere advisory status, is not fit for purpose.”

Consequently, the Premier League, La Liga, Bundesliga, and Serie A are advocating for a new governance framework that enhances transparency and accountability, while guaranteeing that the interests of all football stakeholders are properly represented. FIFA has since been contacted for its response to the statement and the allegations presented by the four leagues.
