During the inauguration of the Economic Community of West African States' (ECOWAS) new headquarters in Abuja on Thursday, President Bola Tinubu highlighted the facility's role in revitalizing dedication to regional unity, peace, industrial growth, and collective prosperity throughout West Africa. The President, in a statement released by Stanley Nkwocha, his Senior Special Assistant on Media and Communications to the Vice President, characterized the state-of-the-art building as an emblem of resurgence, steadfastness, and faith in ECOWAS's future. He specifically urged a transformation from a consumption-focused regional market to a robust regional production hub.

Speaking through Vice President Kashim Shettima at the Abuja ceremony, President Tinubu described the new ECOWAS complex, dubbed the "Eye of Africa," as a powerful representation of the region's shared commitment to uphold the foundational principles established over five decades ago. "Today marks not only the inauguration of an impressive landmark but the renewal of a covenant, our covenant with the ideals of regional integration, solidarity and shared prosperity," the President affirmed.

He acknowledged ECOWAS's standing as one of the most esteemed regional economic blocs globally, having achieved significant strides in fostering peace, promoting democratic governance, enhancing economic collaboration, and facilitating the unrestricted movement of individuals, goods, and services. Nevertheless, Tinubu cautioned against overlooking persistent severe challenges such as terrorism, violent extremism, economic fragility, food scarcity, climate change impacts, public health crises, and the aspirations of an expanding youth demographic.

The President emphasized that the subsequent phase of West African integration needs to transition from mere rhetoric and ambitions to tangible economic reforms. He unequivocally stated, "The hour has come to transform our regional market into a regional production base. Our integration must increasingly be driven by what we produce rather than by what we consume, for a community that consumes what it does not make will forever live at the mercy of the goodwill of others."

Tinubu articulated that the future trajectory of ECOWAS must be characterized by intensified industrialization, robust regional value chains, expanded trade within the bloc, innovation, manufacturing capabilities, and increased investment. He also touched upon the recent departure of three member nations from the community, observing that this event, coupled with the evolving security landscape in the region, indicates that integration can no longer be solely perceived from an economic standpoint.

"Regional integration can no longer be an economic imperative alone. It has become a comprehensive framework for our collective security, our political stability, our sustainable development and the welfare of our peoples," he declared. Furthermore, Tinubu insisted that the community's doors should remain open to those nations that have opted to withdraw, underscoring the necessity for renewed discussions, stronger unity, and shared accountability.

The Nigerian President lauded President Julius Maada Bio of Sierra Leone, who chairs the ECOWAS Authority of Heads of State and Government, for his consistent leadership during a period requiring significant bravery and resolve. He extended congratulations to the President and Management of the ECOWAS Commission for successfully completing the project, stating that the new headquarters symbolizes the region's commitment to establishing lasting institutions.

Tinubu conveyed gratitude from both Nigeria and ECOWAS to the Government of the People’s Republic of China for funding the new complex. He also acknowledged Shaanxi Construction Engineering Group Company Limited, consultants, Nigerian partners, and all other parties instrumental in the project's success. The President concluded, "May every decision taken within these walls advance the peace, the unity, the prosperity, and the dignity of the peoples of West Africa."

Earlier in the proceedings, Sierra Leonean President Bio remarked that this significant project offers member states a chance to reaffirm their collective pledge to the 450 million citizens of West Africa, while simultaneously asserting their joint resolve to forge a more efficient regional organization. He posited that generations are remembered by history not for the structures they erect, but for the impact they have on lives.

President Bio expressed his appreciation to President Tinubu for Nigeria's steadfast dedication to ECOWAS, demonstrated through years of continuous financial and leadership contributions, referring to Nigeria as "a great anchor" for the West African bloc. He also thanked the Chinese government for its "generous donation" of the new headquarters building.

Dr. Omar Touray, President of the ECOWAS Commission, conveyed the commission's profound gratitude to the Chinese government and its people for their munificent gift of the new edifice. He stated that the building would serve as an emblem of regional collaboration and integration, and a central hub for improving coordination and backing the broadening responsibilities of ECOWAS as a regional entity. Touray recounted China's extensive contributions across various ECOWAS sectors, including providing equipment for the regional standby force and facilitating technology adoption. He further emphasized China's position as a key strategic partner for West Africa's economic, political, and social advancement.

Touray affirmed that the commission's leadership and personnel are acutely aware of the forthcoming responsibilities and their shared duty to ensure the new headquarters functions as a catalyst for regional transformation and social stability.

Delivering a message of goodwill, Yu Dunhai, China's Ambassador to Nigeria and ECOWAS, conveyed his nation's felicitations to the leaders and populace of the West African sub-region on the inauguration of the building. He highlighted that this event signifies another crucial step in China's dedication to Africa's integration and exemplifies the enduring ties between China and the continent. Dunhai further explained that the trajectory of China's relationship with ECOWAS, and broader Africa, depends on mutual confidence and a commitment to practical cooperation, empowering Africa to independently chart its development course.
