The motion, titled 'Need for a precise definition of Order Seven, Rule 15 of the Standing Orders of the House of Representatives,' aimed to clarify what constitutes 'cognate legislative experience' for principal officers. According to Benson, the definition is crucial in ensuring that only experienced lawmakers are considered for leadership positions, citing global parliamentary best practices that favour seasoned legislators. He noted that the 10th Senate has already defined 'cognate legislative experience' as completing at least one full four-year term, and argued that the House should adopt a similar definition to promote institutional memory and parliamentary stability. The motion was seconded by Peter Uzokwe, representing Nnewi North/Nnewi South/Ekwusigo Federal Constituency of Anambra State. After the motion was adopted, the House resolved that cognate legislative experience means members who have completed at least one full four-year term. This decision has significant implications for the contest to fill the Minority Leader's seat, which became vacant following the defection of Kingsley Chinda to the All Progressives Congress. Ugochinyere, who is serving his first term in the National Assembly, is no longer eligible to become the Minority Leader. The resolution is expected to reshape the race for the position, with attention now shifting to ranking opposition lawmakers who meet the newly affirmed eligibility requirement.
