Brazilian Lawmakers Vote to Restrict Abortion Access for Minors

In a move that has sparked widespread criticism, Brazilian lawmakers have passed a vote that aims to limit the ability of underage victims of sexual violence to access abortion services. The decision, which was made after a brief two-minute debate, effectively dismantles a resolution put in place by the National Council for the Rights of Children and Adolescents. This resolution had previously ensured that minors who were victims of sexual violence could access free legal assistance to protect their rights, including the right to an abortion, even if their parents or guardians disagreed. According to right-wing senator Damares Alves, the previous regulation 'disregards the role and strips away the authority of parents and guardians to decide on the care of girls and adolescents in situations of sexual violence.' Brazil's penal code already punishes abortions with up to four years in prison, except in cases of rape, risk of death for the mother, or severe foetal brain malformation. The National Council for the Rights of Children and Adolescents has condemned the move, stating that it is 'a historic defeat in the comprehensive protection of girls and adolescents in Brazil' and a 'serious setback.' The change still needs to be approved by allies of former president Jair Bolsonaro before it can be enacted. The Senate and Chamber of Deputies have already given their approval.
