Dangote Refinery Eyes Local Listing, Delays Foreign IPO Plans

As Dangote Petroleum Refinery prepares for its highly anticipated Initial Public Offering (IPO) in October, the company's Chief Executive Officer, David Bird, has disclosed that the primary focus is on allowing Nigerians to partake in the company's growth. According to Bird, the decision to pursue a local listing first is a deliberate one, with the company looking to establish a proven track record of production and financial performance before considering an overseas listing. This overseas listing, which could potentially take place in a city like London, is not expected to happen for at least three years. The refinery has already submitted an application for a $5 billion IPO to the Securities and Exchange Commission, although the final size of the offering has not been determined. Bird emphasized the company's desire to 'drive participation' and make the IPO accessible to the Nigerian public, describing it as 'the people's IPO.' In recent times, the refinery has experienced significant success, particularly in the wake of the Iran war, as it has become a major supplier of jet fuel to Africa and Western Europe. In fact, the refinery emerged as Europe's largest supplier of jet fuel in June and July. The company's plans for expansion are also underway, with aims to double its refining capacity to 1.4 million barrels per day within the next three years, partly funded through the IPO and debt. This expansion is expected to cost substantially less than the initial $20 billion spent on the original refinery. Bird noted that 'Africa remains structurally short of refined fuels and petrochemicals, creating significant room for growth.' The refinery currently supplies most of Nigeria's gasoline and diesel demand, as well as all of its jet fuel needs. The Africa Finance Corporation recently led a group of strategic investors in a private placement, which valued the refinery at about $40 billion and raised $2.5 billion. This deal was 3.7 times subscribed, attracting strong demand from both African and international institutional investors. As preparations for the IPO continue, Bird confirmed that the process is on schedule and that investor interest has been strong.
