NAHCON Tightens Grip on Hajj Operators with N250m Guarantee

In a bid to enhance the experience of Nigerian pilgrims, the National Hajj Commission of Nigeria (NAHCON) has unveiled a set of stringent regulations for private tour operators. The new guidelines, which came into effect on July 20, 2026, mandate that operators provide a N250 million bank guarantee, replacing the previous refundable cash deposit. This move is part of a broader effort to protect pilgrims and improve service delivery. According to a circular signed by the Deputy Director of Operations, Mrs. Hafsatu Baba Tela, licensed operators must now fulfill several conditions, including registration with the Corporate Affairs Commission (CAC), possession of a valid International Air Transport Association (IATA) accreditation, and employment of qualified personnel. Furthermore, operators are required to submit audited financial statements, tax clearance certificates, bank references, and records of their Hajj operations over the past three years. The commission has also emphasized the importance of securing accommodation and transportation prior to approval and maintaining transparent refund policies. To ensure compliance, NAHCON has warned that operators who fail to meet the new requirements risk facing fines, suspension, or revocation of their licenses. Additionally, the commission has directed operators to comply with Saudi Arabia's Nusuk digital platform and to submit to quarterly operational reporting and emergency response plans. The introduction of these stricter rules is expected to have a significant impact on the Hajj and Umrah tour industry in Nigeria, with the aim of providing a more secure and efficient experience for pilgrims.
