Nigeria Anticipates Billions in Offshore Oil Investments

The Nigerian Upstream Petroleum Regulatory Commission, NUPRC, has expressed optimism that the country's oil and gas sector will witness significant investments in the coming years. According to the commission, Nigeria is expected to attract between $30 billion and $50 billion in fresh offshore investments between 2026 and 2030. This anticipated influx of investments is expected to be driven by 22 major offshore projects, which will not only boost crude oil production but also create thousands of jobs and expand critical infrastructure. The Commission's Chief Executive, Oritsemeyiwa Eyesan, disclosed this information during the Society of Petroleum Engineers' Nigeria Annual International Conference and Exhibition 2026. Eyesan noted that the growing pipeline of offshore projects is a testament to improving investor confidence in Nigeria, following the introduction of reforms under the Petroleum Industry Act. The regulator has already approved over $57 billion worth of Field Development Plans since 2024, with several of these approvals progressing into Final Investment Decisions. Eyesan emphasized that these investments will have far-reaching benefits, including increased production, job creation, infrastructure expansion, and strengthened energy security. The NUPRC boss attributed the renewed investor confidence to the reforms introduced in Nigeria's licensing process since 2022, which have opened up access to the country's most prospective oil and gas acreages through transparent and technology-driven processes. With preparations already underway for the 2026 Licensing Round, Eyesan expressed confidence that the next exercise would attract even stronger investor participation. The commission also acknowledged the need to address infrastructure gaps, which remain a significant obstacle to unlocking Africa's vast oil and gas resources. To this end, Nigeria has intensified efforts to bridge these gaps through investments in gas gathering systems, processing facilities, pipelines, and export infrastructure.
